An antagonist to Bart Allen, Evil Eye is a bully. His home life is just as strange as Bart's only his father is a mediocre super villain and his grandfather is an evil scientist who has recently turned over a new leaf.
By the end of Impulse, Evil Eye seemed to have mellowed out and didn't bully as much as he used to. It is also hinted that he figured out that Bart may have been Impulse.
