Emil Norvell is the name of two characters. The first was a war profiteer who was stopped by Superman and appeared in Action Comics 2.
The second Emil Norvell was also a war profiteer from the universe of earth 6, where he confronted the Superman of tha universe, Salden, with the real world complexities than makes stop war an impossible task. Instead of being discouraged, Salden took that situation as a challenge and than he should act with more determination to win that never-ending battle.
