The Parliament of Flowers were appointed to lead The Green by Hecate. She had the previous leaders, the Parliament of Trees, destroyed when she was trying to take over all the worlds of magic. With their appointment, Swamp Thing was no longer the Guardian of the Green. He was replaced by The Floronic Man.
