The Intergalactic Coalition of Survivors was formed from thousands of worlds killed by Galactus. They also blame the Silver Surfer, who they call the Doom-Bringer, and chase him across the galaxy to make him pay for his crimes. The Coalition is led by Tinac along with elders Rodor and Grundig.

Eventually, they are able to locate the Surfer around the planet Karidian where they attack him with their armada to make him pay for his crimes. The Surfer does not resist their technologically advanced stasis beam and they use the power of thousands of ships in an attempt to kill him. But the Surfer simply absorbs them and uses it to save the planet's dying sun. Having drained their power they remained in the Karidian System for a some time to make repairs.

Instead of helping the Karidians, the Coalition attacked them. The Karidians refused and fought against them. The Coalition created a doomsday device out of some of their starships and placed it over the capital city. The Karidians still defied them until they captured one. He agreed to help destroy the Surfer and they gave him technological advancements to face the Surfer and named him Bounty. If he were to fail, the doomsday device would be used.

When Bounty failed, the Silver Surfer returned to Karidian to end the Coalition once and for all. But Rodor was tired of Tinac's plans for revenge and took control of the Coalition.
