Representatives of the powers and superpowers of different nations or enterprises, the so called Meta-agents represented the unstable global status quo of the planet. They only were united once, when a apparent alien invansion make all of them agree in joined together and search for the help of the smartest man of the world, Peter Cannon, to stop the invaders.

Eventually Peter Cannon agreed to join and lead them, until they reached victory over the invading forces. However, as Cannon suspected, the real battle was to search and defeat the mind behind the invasion: Peter Cannon aka Thunderbolt!
