When Batman was seemingly killed in Final Crisis, the Gotham City Police couldn't cope with the massive crime wave that resulted. Therefore, Tim Drake and Oracle came up with the idea to form an organized team of Gotham greatest super-heroes as well as others who had close ties to Batman or just owed him a favor.
