The Rats, true to their nature, evolved into a scavenger race. Their territory included the abandoned ruins of New York City, including those levels submerged beneath the Hudson River. They used nautical equipment to navigate the underwater tributaries. The Rats were always in conflict with Great Caesar and the Tiger Empire whose territory included the entire Eastern seaboard. Adding to the Rats' endless trials, was Kamandi - the "Last Boy on Earth".
