Origin

The New Rogues were created by the Penguin during the Gotham gang wars as one of the many gangs designed to further his efforts in Gotham.

Creation

The New Rogues were created by Frank Tieri and Jim Calafiore. They made their first appearance in Gotham Underground #3.

Team Evolution

The team consists of Chill, the leader, Mirror-Man, Mr Magic, Weather Witch, and Burn. Several iterations of Burn have appeared on the team, including Nightwing when he was undercover as Freddie Dinardo.

Major Story Arcs

Gotham Underground

During the gang wars, the New Rogues operate under Penguin's direction and run riot in the streets of Gotham. When Penguin is threatened by Johnny Stitches and Intergang, the team abandons him.

Final Crisis

The team joins up with Libra's Secret Society of Super Villains. They are sent after the original Rogues, who have refused to join the Society. They attack and nearly kill Paul Gambi, and kidnap Captain Cold's father. Confronted by the original a Rogues, the team is easily bested, and all members are killed.
