An international group of criminal scientists which conspired with the Appellaxian aliens to take over the world. Locus placed members of the Doom Patrol, Justice Society of America, and Justice League of America into special interment camps. With the help of the Brotherhood of Evil they stole their limbs in order to create perfect bodies for themselves.

Later Locus would invade the Gotham city no man's land to use it as a test field for a new technovirus to upgrade humans bodies. Again the League stopped their plans.
