Origin
The Justifiers are the Storm Troopers of Darkseid, mainly humans armed with weapons from Apokolips. They originally appeared opposed to the Forever People and trying to invade the Earth. This first skirmish would attract the attention of the Dark Lord of Apokolips over the young New Gods. They were the first to realize the zealotry inspired by Darkseid.
Final Crisis
After the fall of the New Gods, Darkseid and their subjects survived using human host bodies. They created a new army of Justifiers, composed of individuals who have been forced to submit by having the Anti-Life Equation directly and repeatedly delivered into their minds via a specially designed helmet that uses Mad Hatter's technology. They have a symbiotic relationship with Darkseid, if he is hurt, they will also feel pain, if he is killed, they will die.
