A council of criminals from Meta, who fought against pre-"cricis of infinite Earths" Shade, the changing man.

History
The Crime council was a team of many of planet Metas most dangerous criminals.
Due to a mistake, they were all transported to Zero-zone (with Shade, who was in a prison at the time, and few other criminals). During periods of time, many members of the council were able to escape from Zero-zone, to Earth. Shade had also escaped to Earth, and fought against all the members, who escaped from the zone.
Creation
The Crime council was created by Steve Ditko and Michael Fleisher in 1977.
