The council is a super-secret organization dedicated to controlling the world's exchange of information. They had a secret base at the bottom of Lake Michigan. 
The Council was headed up by a hooded figure by the name of the Director and goverened by a collection of high-level buisness men and women.They keep in touch through sophisticated communication equiptment. 
The high profile agents have been Matrix-Prime a robot manufacturing entity and the super powered Gang.  
They intended to accomplish their goals by sending up a sattellite to orbit around the Earth. Supergirl followed the trajectory of the sattellite to their underwater base 
and put them out of commission 
The Council values secrecy above all else. The world still is unaware of their existence as are the heroes.
