During The Battle for the Cowl event, Black Mask frees all the Arkham inmates as they are being temporarily relocated to Blackgate Penitentiary after the Asylum is damaged during Batman RIP. Black Mask bombs Arkham Asylum and hijacks the buses they are being transported on.The inmates were secretly given a chemical implant that can kill them anytime Black Mask pleases. He decides to make them all work for him and they get no profit except for he won't kill them.
