The C.C.B. was used first by Sylvester Pemberton after he refined the Cosmic Rod technology, then by the step daughter, Courtney Whitmore, of his sidekick Stripesy, to become The Star Spangled Kid. The C.C.B. gave the user the ability of flight, increased strength speed, and agility, the ability to create solid light objects, and the ability to fire stars that would blind opponents. It could also attune to the aura of the user.
