W.H.I.S.P.E.R. is the name of the base of the scientific team with the same acronym run by the Maker, an evil alternate version of Reed Richards. The location of the base is in the Himalayas and was the team's main base of operations. The location also homed the Maker's other team within W.H.I.S.P.E.R. called the New Revengers that he formed to combat Roberto Da Costa's Avengers Idea Mechanics (A.I.M.).
