A portion of Star City was destroyed by Prometheus. The Forest was created on top of the rubble by the White Light.

Destruction

During the events of Justice League: Cry for Justice, Prometheus goes up against the entire Justice League. After defeating most of them and maiming Roy Harper, he is finally taken down by Donna Troy, who restrains from killing him. He uses a series of hidden bombs as leverage to get away. Before the team can decide what to do a portion of Star City is destroyed. To guarantee that the other bombs don't go off Green Arrow trades Prometheus his freedom for the safety of thousands of civilians. It is eventually realized that Roy's daughter Lian Harper was killed in the explosion and a guilty Green Arrow swore justice would be delivered. He hunted Prometheus down and shot him in the head. Green Arrow was soon arrested, unmasked and shunned by the world.

Creation

During Brightest Day, The Entity brings Boston Brand to the Star City rubble as part of his journey and asks him to "Help me LIVE." A white light then covers the once scorched Earth with a mysterious star-shaped forest. Before leaving, it is implied that the forest is a big part of the Entity's plans to help save the world.

Green Arrow

Green Arrow flees into the forest to continue his fight for justice. He discovers many mysteries in the forest, including a crazy swordsman who believes he is the knight Galahad, a lake with healing powers and a giant tree with the White Lantern symbol on it. Green Arrow eventually fights to protect the forest against assassins sent by The Queen and a rampaging Etrigan.

Revelations

The forest becomes the stage for the finale of Brightest Day. Boston, Hawk, Dove and Captain Boomerang all converge in the forest to play out The Entity's endgame. It is revealed that the forest is actually the Parliament of Trees and after Boston is killed by Boomerang, Alec Holland is resurrected and transformed into Swamp Thing. He destroys the Dark Avatar rampaging through the forest and begins the process of making the Earth safer for all forms of life. Hawk and Dove leave with an unconscious Captain Boomerang and Boston's body is incorporated into the Earth.
