Harcore Station was once an asteroid mining operation with a huge satellite but since the station was in the center of five galactic commerical districts, it began to evolve into a city where all commerce is done. The five commercial districts became the Entreplaneteurs Inc. thereby allowing them to run the station. Entreplaneteurs Inc tried to instill a corporate form of law and order on Hardcore Station but fortunately, Maximillian Deville initiated a municipal precinct on the station and he became Chief Justice Max, the head of Hardcore's security
