Nightwing infiltrates Arkham Asylum to rescue Batman, only to be told by Batman that he is in there for a reason. Together they investigate Victor Zsasz and try to find out how he is escaping Arkham Asylum to kill people. Zsasz continues to kill while Jeremiah Arkham and his guards deal with Batman in the Asylum. The issue ends with Arkham having most of Batman's foes attack him at once.
