The Ünternet was originally created by the Calculator as an entirely separate Internet hidden beneath the Internet.

During Final Crisis, it was the only communications medium not infected with the Anti-Life Equation. Lex Luthor sent Oracle the keys to access it, allowing the scattered rebellion to keep in contact. (The Calculator was almost lynched for this information leak, but saved by Lex at the last minute).
