Origin

The Faceless Phantom is really Commissioner Baxter.  He originally wore a white skull mask to hide his identity.   He has the distinction of being the villain that inspired Doc Strange to invent alosun and thus becoming the superhero.  He did this when he and his gang kidnapped Professor Thompson to get his hands the Delta Ray.  
 
The Phantom tortured Thompson getting the Delta Ray and he then later stole alosun becoming more powerful than Doc Strange.  In adition he had the ability to to disappear in a purple mist with an ancient Egyptian chemical Kalodin.  This forced Strange to create and antidote to the alosun.  He also created a diamond like suit of armor to protect people from the Delta Ray, and he created a counter to the Kalodin.  With all these counters Strange was able to capture the Phantom and unmask him.
