Creation

Curtis Elkins was created by David Michelinie and Mark Bagley in 1993 and first appeared in Venom: Lethal Protector # 2.

History

The Jury
The Jury

Curtis Elkins was a former member of the Guardsmen, armored guards stationed at the Vault, a maximum security prison for super powered individuals. Like many others Curtis Elkins was recruited by General Orwell Taylor to join The Jury to avenge the murder of Hugh Elkins, a guard stationed at the Vault. Hugh was killed by Venom during his escape from the prison facility. The Jury tracked Venom down but was unable to capture him. The team was then sent against Spider-Man who needed his assistance to acquire some equipment to take on they killer Symbiote but they were discovered and defeated by the wall crawler.

The Jury were then hired by former Stark rival Edwin Cord. The U.S. Agent became their new field leader and they proceeded to apprehend the Thunderbolts (Ied by Hawkeye) who were all former members of the Masters of Evil still wanted by the Government. The team was unable to catch them but were allowed to turn in the current members of the new Masters of Evil.
