Dennis Cuzinski was a high school dropout. His father stuck him in this joint to ged rid of him. After the White Event he developed a power wrecking things, make them fall apart, turn to so much dust.
The disintegration stuff seeps out at his skin, and it is strongest around his hands.
After escaping the Clinic, Scuzz joined a cult who believed that the White Event was the work of God. Frustrated by his inability to touch, he attacked The Cure, a Paranormal who could remove others' mutations by touch. Fortunately Glitter healed The Cure's hands, but Scuzz lost his powers because he had touched The Cure.
