History:
Growing up, Quinlan was always nervous around girls, who always laughed at him. Virtually coerced into dating, he took Angie Hufnagel to the school dance. Believing he was just doing what was expected of him, he took her parking and tried to make out with her. Angie pushed him away, but had to fight him off, which she did, scratching his face. Infuriated, he drove his car after her and ran her down. As he watched her die, he felt feelings of ecstasy he had never felt before. Knowing he'd found his calling, Quill ditched the body, left town, and never looked back.
Employed by Judge Mental to slay Justice, Quill impersonated a Mr. Harras to get his driver, then slew the driver, stuffed him in the trunk, and took the car for his own. He staked out the National Security Council (NSC) headquarters (by killing a man and taking his apartment) but another paranormal, CreepingCrud, stepped into the path of Quill's bullet and died in Justice's stead. Justice located Quill and pursued him, but was caught off guard when he proved immune to his attacks, and lost Quill down a sewer. Quill found an alligator in the sewers, somehow managed to get it to follow him, and then threw some sanitation workers down to it as he returned to the streets. After receiving some mental anguish from Judge Mental for his failure, Quill impersonated a member of the NSC in order to convince Angie Tensen (Justice's daughter) to come with him. Too late she figured out his deception and he punched out and tossed her in the trunk with the dead driver guy (now fairly ripe). Quill then sent a message to Justice, instructing him to surrender under his terms or he would get his daughter back a piece at a time.
While waiting to meet with Justice, Quill told Angie his origins. Taking an interest in her, he forced her to wear an identical dress to that of his first victim, and he then attempted to rape her. When her cries attracted hotel security (whom Quill killed), Angie fled, but he followed her to a nearby cemetery. Suddenly, Angie's paranormal powers surfaced, and she reanimated all of the corpses, causing
them to dig their way out of their graves (or out of the trunk of his car) and attack Quill. The newly buried, headless, Creeping Crud was amongst the corpses that swarmed over Quill, who for the
first time was not in control of the situation.
Angie went into a state of shock after her experiences, and the police found Quill's car packed with corpses. They identified Quill as the most recently deceased.

Skills:
Quill was a highly skilled assassin, an expert marksman and a deadly hand-to-hand combatant. He is a cold, calculating killer, able to end someone's life in seconds, with just his hands. He received shielding from the sword and shield of Justice via the powers of Judge Mental, though he did not appear to have powers himself.
