Carl was a kid with no powers who lived in the same apartment complex as Speedball. He discovered Speedball's secret identity, and tried to use it to blackmail him into letting him join the New Warriors.
Recently, during Civil War, he betrayed the Warriors by revealing many members' identities online.
He seems to be slipping towards madness, sitting in his room and hosting a conspiracy theory webpage. He even thinks his life is in danger. Though he appeared in television to disprove the existence of Galactus.
