Charlie was an important gangster in Manhattan. In the early days even Wilson Fisk used to call him for advice.
He manipulated his nephew Tony Massera to go after Frank Castle and avenge his father's death.
Desperate by the mob internal struggle triggered by the anouncement of Wilson Fisk's death in the Daily Bugle he set up a peace conference during which Nolo Contendre killed some bosses.
He gets killed by one of Marius Coriander's hitmen disguised as the Punisher during the conference call he sets up himself after the first peace conference which was a failure.
