He is a mutant form Earth-127.Created by Tony Bedard and Paul Pelletie in October, 2006 his first appearance was in the Exiles #85 but later in the issue Exiles #86 in November, 2006 he was defeated and killed.

Because Brother Mutant was created by merging of the following mutants: Wolverine, Quicksilver, Magneto, Mesmero, and Scarlet Warlock he gain some of their powers like Wolverine's healing factor Quicksilver's speed Magneto's magnetic manipulation Mesmero's hypnosis and because of the Scarlet Warlock he has the powers of probability manipulation.
