Taylor Blackwell was an agent in the anti-vigilante organization V.I.G.I.L., who became obsessed about capturing The Punisher. Blackwell wants to capture to Punisher to save to V.I.G.I.L.
Already a morally questionable person who enjoyed hurting others, the obsession sent him on a downward spiral which lead to his murder of his fellow V.I.G.I.L. agent Jessup, and his death in Suicide Run.
