Ulthoon, the Tornado Tyrant originally came from Rann and attempted to take over the planet. Rann's champion, the earthman Adam Strange, battled the Tornado Tyrant and defeated the malevolent force of nature. The Tornado Tyrant survived the battle but escaped to learn to change into a force for good. The Tornado Tyrant became the Tornado Champion and observed the actions of heroes such as Adam Strange and the Justice League of America. The Tornado Champion decided to model itself after the JLA and settled on an abondoned world that the Tornado Champion changed into a replica of Earth. The Tornado Champion changed into replicas of the JLA as well but its malevolent personality still remained in it. The Tornado Tyrant separated from the Tornado Champion and defeated its JLA identity. 
 
After being defeated by the Tyrant, the Champion lured the Tyrant to Earth where the true JLA defeated the Tornado Tyrant. The Tornado Champion believed the Tornado Tyrant gone forever and decided not to imitate other heroes anymore. The Champion travelled to Earth-2 to continue as a super-hero as itself but discovered T.O. Morrow creating the android called the Red Tornado. The Champion decided to enter the android form and take control of the Red Tornado. However, the Champion entering the Red Tornado caused a short-circuit in the computer that was controlling the creation of the android. The short-circuit caused a feedback in the Red Tornado that destroyed the Tornado Champion's memory. This amalgam of the Tornado Tyrant and the Tornado Champion inside the Red Tornado became another being. Initially, the Red Tornado was used by Morrow to infiltrate the Justice Society of America of Earth-2 but Morrow was defeated by the JLA of Earth-1 and the Red Tornado. 
 
The Red Tornado joined the JSA and later joined the JLA when he moved to Earth-1. He remained a regular member of the JLA roster for years. The Tornado Tyrant and the Tornado Champion returned though when Morrow captured and dismantled the Red Tornado. Morrow was attempting to learn the secret of the Red Tornado's sentient life. When Morrow dismantled the Red Tornado, the Tornado Tyrant and the Tornado Champion were released from his android form. The Tornado Tyrant attacked Morrow and members of the JLA with Firestorm as the only conscious member. The Tornado Champion revealed the truth about itself, the Tornado Tyrant and the Red Tornado to Firestorm who used his molecular powers to reassemble the Red Tornado. This resulted in the Tornado Tyrant and the Tornado Champion to be re-absorbed into the android form of the Red Tornado. Another result was the memory loss of the Tyrant and the Champion while restoring the personality of the Red Tornado.
