Sensor is the top lieutenant in a global conspiracy, a conspiracy to keep the world safe, no matter what the cost. So while Sensor may have to make extraordinarily difficult and distasteful decisions, choices that affect or may indeed end lives, he's not an evil man. He takes no pleasure in ordering the death of another human being. Rather, he'd choose to kill ten innocent people to save a million others.

Nothing is known of Sensor's history, although he frequently works as an intelligence agent, moving from one agency to another as need dictates. His ability to do so is greatly facilitated by the fact that he can read minds. In fact, not only can he read another person's thoughts, he can actually look through that person's eyes and see what he or shee is seeing. He can also implant a suggestion into someone's head, a suggestion the person will naturally assume was his or her own. These skills, along with his intelligence and experience, make Sensor tremendously formidable.

Sensor is occasionally aided (and sometimes hindered) by the experimental group Force 14, a cadre of what were originally human beings and are now merely extraordinarily strong vessels, controlled remotely. Because they cannot feel pain or fear, they are the perfect fighting force, provided their controller is properly skilled.
