Ronald Quaid hires Oliver Queen to track down Shado. He claims that his father extorted Shado's father after being imprisoned in an internment camp, going so far as to kill his wife and threaten his baby daughter's, Shado's, life. He claims that he wishes to make amends, but he needs help tracking down Shado.
In truth Ronald Quaid, viewing himself as a collector, wanted the chance to kill Shado, in order to take her dragon tattoo, as he had many other skins of people with tattoos by the same artist, Horiyoshi.
