CIA agent Ricardo Perez dedicated himself to taking down the murderous cult leader and terrorist Kobra. His research led him to discover the existence of Kobra's twin brother Jason Burr, and of the psychic connection between the two brothers. Concealing his CIA connection, Perez posed as a New York police lieutenant when he approached Jason Burr and persuaded him to join in the fight against Kobra.

The alliance between Perez and Jason Burr proved to be an uneasy one, as Burr soon learned that Perez had misrepresented himself at their first meeting. When it became clear that Perez was willing to sacrifice Burr in order to stop Kobra, their partnership was shattered despite their mutual enemy.

Shortly after Jason Burr parted ways with Perez, Kobra assassinated Ricardo Perez by dispatching two giant robots (known as the Servitors) to an airport where Perez had just boarded a plane. The Servitors tore the plane apart, killing many of his fellow passengers, then seized Perez as he tried to escape. Ricardo Perez was crushed to death in the robot's iron grip.
