Hostess Ad Origin

Pigeon Person planned to steal every statue on American soil with the help of pigeons. Her plan was foiled by Batman when he arranged to have the military drop a bunch of Hostess Cup Cakes to distract the pigeons.

Rebirth

She was recently retconned into the DC Universe in Nightwing. She and her protege, the Defacer, are criminals who primarily deface statues. Years after her original arrest at the hands of Batman and Robin, she is still in contact with Defacer.

After being released from Blackgate, she meets up with Defacer and wants to commit nonviolent civil disobedience, like moving statues to different locations. Though Defacer is initially unwilling, since it would still count as theft, she soon changes her mind and joins Pigeon Person. The two do commit a crime, but it is left unrevealed for the next issue.
