A killer that washed up on the same island as Ollie. He was called "The Love Boat Killer" because he would meet women on cruise ships, romance them, then murder them. Ollie leaves him on the island when he escapes, but Kotero is eventually able to follow. However, Ollie is able to stop him from killing again, and he is imprisoned.
Later, Kotero escapes from prison, during a prison transfer, with the intention of getting revenge on Ollie. However, Ollie is already dead, and he is defeated by Connor Hawke.
