Creation
Hugh was created by Keith Giffen, Tom Bierbaum, and Mary Bierbaum. He made his first appearance in The Heckler #4.
Major Story Arcs
The Heckler
Hugh, along with Dwight and Fred, joins PC Rabid in nondenominational prayer. Later, he helps dispose of Mrs Forthwright's body.
