Henry Matlock was a cop in the GCPD where he worked with Rookie Jim Gordon and taught him all he knew. Matlock would serve on the force for 20 years before going on to work for S.T.A.R. Labs as a night watchman. He'd continue in this job for around 5 years, guarding S.T.A.R. Labs in Gotham City.

The Coming of Clayface III
Henry Matlock is serving his normal duties at S.T.A.R. Labs when Preston Payne breaks inside and attempts to steal a mechanism. Matlock fires several bullets at Payne, but they all deflect off his exo-skeleton suit. Although one bullet does manage to shatter part of the mechanism. Infuriated by this, Payne lifts Matlock up by the collar but decides to leave him alive as he doesn't actually enjoy killing people. However, at that moment, Payne has a great surge of pain which can only be stopped if he passes it on to someone else. Payne is forced to kill Matlock in order to stop the searing pain.
