The Forecaster was an alien Volgarian who came from a species that were perfect for linking with any complex operational system. He was recruited by the Shadow Lords after a change in reality wiped the previous incarnation of Stormwatch from the timeline. Being immune from the change, they decided to combat this threat and brought the Forecaster onto Skywatch where he served as the pilot and was linked to its every instrumentation. However, his key role was to data mine all incoming readings, transmissions and intelligence in order to determine possible threats to both the Earth as well as Stormwatch. The Storm King introduced the Forecaster to Storm Control as their new early warning system where the Volgarian traced unusual psi and temporal emanations from Douli-7 in the Orion system.
