Eric Courtney is the producer of Spotlight on People, a show produced by WGBS-TV in Metropolis. Stealing components from local labs, he becomes the Volt Lord, able to soak up electrical energy and discharge it for flight and in the form of powerful destructive blasts. His plans to take over the world are thwarted by Superman and the superheroine Lady Quark, who fells him with a nuclear beam of her own.
