Dr. Morlo was once an enemy of Max Mercury in the 1940's. It was his gas bomb in Manchester, Alabama that started the chain of events that led to Max's affair with Laura Claibourne.
Morlo eventually settled in Manchester with his son and grandson, Evil Eye. He still practices science but has since befriended Max Mercury and Bart Allen. Even helping Max to cure his speed force induced wasting illness.
