Tolliver was an liaison who attempted to blackmail the Suicide Squad into ensuring Senator Cray was successful in his reelection campaign. To this end he went to the president and began threatening to expose the Squad's existence unless they eliminated the opposition. However Amanda Waller refused and gained dirt on him from Checkmate, which had reconsider this.However he was soon killed by Rick Flag of the Suicide Squad,who felt it was the only way to ensure the Squad's safety.
