Clay was briefly mentioned in the first issue of Action Comics (2011) but he didn't appear until issue five of the series. He gained his powers after volunteering to Project K-Man, a project run by Doctor Abernathy but in fact administered by Lex Luthor. Going toe-to-toe with Superman and John Henry Irons he was eventually defeated and taken into custody by General Sam Lane.
The character's story also resembles that of a wife beater that appeared in Action Comics #1, the very first appearance of Superman.

Clay Ramsay was created by Action Comics writer Grant Morrison and was first drawn by artist Andy Kubert.
