Origin

Boris Dmitravich Razumihin is the Bureau Chief for the Justice League's Soviet Embassy. This was during the Justice League International days. He would be the counterpart to Maxwell Lord of the American (New York) Bureau Chief, and Catherine Colbert of the French (Paris) Bureau Chief.

During his time as the Soviet Bureau Chief he was known as someone who was ruthless and could not be trusted. Always on time he at least on one occasion threatened to kill a taxi driver if he was late. He also at least knew about the bugging of the Justice Leagues Soviet Embassy and could have likely been behind it. These bugs were discovered by Batman and Guy Gardner who helped sweep the embassy with his power ring.
